Who needs it
Any motor carrier operating commercial motor vehicles in interstate commerce — and many intrastate operators — falls under FMCSA jurisdiction. Brokers and freight forwarders have separate registration requirements.
How to apply
Most filings happen through the Unified Registration System (URS) at fmcsa.dot.gov. You'll need an EIN, MC number (for for-hire carriers), a process agent on file via BOC-3, and proof of insurance filed by your insurer.
Costs and timing
Initial authority application fee is $300. Active authority is typically granted 21–25 days after the application is published in the FMCSA Register, assuming insurance and BOC-3 are on file.
